Italy proposes fines for pedestrians distracted by smartphones

The Italian government is preparing a revision of the Highway Code aimed at reducing accidents caused by distractions. Under the proposed rules, pedestrians could face fines starting at 75 euros if they cross the road while looking at smartphones or other electronic devices, such as tablets and laptops.

The measure is part of an effort by the Ministry of Transport to increase pedestrian responsibility. The new regulations would require pedestrians to ensure that approaching drivers have seen them before crossing and to complete the crossing without unnecessary delays.

Certain exceptions are included in the proposal: the rules will not apply to people walking on sidewalks, nor will they prohibit the use of hands-free systems or mobile phones during emergencies. Additionally, the use of headphones remains permitted as long as the individual can still hear their surroundings adequately. This initiative follows various Italian court rulings that have assigned liability for accidents to distracted or imprudent pedestrians.
