Italy proposes 75 euro fines for pedestrians using smartphones while crossing streets
The Italian Ministry of Infrastructure and Transport is considering a new draft of the Highway Code that would impose a 75 euro fine on pedestrians for using electronic devices while crossing the street or walking on the roadway. The proposed regulation aims to combat the rise of distracted pedestrians, often referred to as ‘zombie pedestrians,’ to improve road safety and reduce accidents.
The ban extends beyond smartphones to include tablets, laptops, and digital cameras. However, the rules would not apply to pedestrians using devices while walking on a sidewalk. Exceptions are planned for emergency situations and the use of hands-free systems or headphones, provided the individual can still clearly perceive ambient traffic sounds with both ears.
Additionally, the draft introduces new responsibilities for pedestrians, such as ensuring approaching drivers have seen them before stepping into the road and avoiding sudden or unpredictable movements. The proposal is currently in a consultation phase and may undergo modifications before its final adoption.
