Italy proposes new Highway Code revisions and fines
The Italian Ministry of Infrastructure and Transport is drafting a revision of the Highway Code (Codice della strada) that introduces several new penalties and adjustments to existing fines. The proposal is currently in a public consultation phase, with feedback being accepted until September 13.
Key proposed changes include fines for pedestrians using electronic devices, such as smartphones or tablets, while crossing the road, whether at crosswalks or elsewhere. The measure aims to reduce distractions that could lead to accidents. Additionally, the draft proposes increasing the fine for driving without mandatory third-party liability insurance (RC auto) from 866 to 1,000 euros.
Other notable adjustments include a significant increase in penalties for lighting fires near roads, which could rise from 250 to 1,000 euros. Fines for dangerous maneuvers, such as improper merging, reversing, or U-turns, are also expected to nearly double, rising from 42 to 80 euros. While some sanctions are increasing, the draft suggests that many other fine amounts may actually decrease.
