Italy proposes speed-based fines up to 10 euros per km/h

Italy is considering a new model for speeding penalties where fines would be directly linked to the amount of speed exceeded. Under the proposed changes, drivers could face a fine of up to 10 euros for every kilometer per hour over the limit.

For example, on a highway with a 130 km/h limit, driving at 140 km/h could result in a 100 euro fine, while driving at 170 km/h could lead to a penalty of 400 euros. These rules are currently a proposal and are not yet in effect. Amendments to the proposal are expected by September 13, with a final text aimed for adoption by October 14, 2026.

In the meantime, Italian highway enforcement is being strengthened through the Tutor 3.0 system. This technology calculates average speed between two control points rather than measuring speed at a single point, preventing drivers from slowing down only immediately before a camera.
