Italy pushes through reforms on short‑term rentals and local taxes

The Italian government is implementing the EU's 2024/1028 regulation on short‑term rentals. Platforms such as Airbnb and Booking.com will face tighter verification of owners, must regularly transmit accommodation data to authorities and could be fined for non‑compliance. The measures aim to make the tourist‑rental market more transparent and bring it in line with traditional hospitality regulations.

In parallel, a new decree reforms local taxes including IMU, TARI and the additional IRPEF. The changes standardise assessment procedures, introduce data‑cross checks similar to those of the national tax agency, require municipalities to open a dialogue with taxpayers before finalising an assessment, and adjust sanctions to be more proportionate. The goal is greater uniformity, transparency and fairness for citizens across Italian municipalities.
