Emilia-Romagna reconstruction faces delays and funding shifts

Three years after the devastating May 2023 floods in Emilia-Romagna, reconstruction efforts remain hindered by administrative delays and shifting financial structures. While the company Consap, controlled by the Ministry of Economy, manages various public contracts, reports indicate a discrepancy in completed works. Consap reports 31 completed sites, whereas Commissioner Fabrizio Curci reports 317 interventions concluded.

Financial challenges have also emerged as 910 million euros of the initially planned 1.2 billion euro PNRR reconstruction fund were transferred to national funds due to missed European deadlines. Additionally, questions have been raised regarding a nearly 280,000 euro allocation intended for those managing public contracts, including executives, amid ongoing delays for local citizens.

In separate environmental efforts, the regional government has approved two new calls for tenders totaling 7 million euros to protect forests and woods. These funds aim to enhance climate resilience, improve forest roads, and manage landslide-prone slopes to protect biodiversity and regional safety.
