Italy reconstruction commissioner and IOM sign labor agreement
The Extraordinary Commissioner for the 2016 earthquake reconstruction and the International Organization for Migration (IOM) have signed a memorandum of understanding to address labor shortages in the central Apennines. The agreement focuses on the regions of Abruzzo, Lazio, Marche, and Umbria, aiming to connect construction companies involved in reconstruction efforts with qualified workers through regular employment, training, and social integration.
Under the agreement, the Commissioner’s office will identify labor needs and facilitate contacts, while the IOM will manage candidate pre-selection, validation, and post-arrival monitoring. The initiative includes the Thamm Plus program, funded by the European Union and co-financed by the Italian Ministry of the Interior, which currently includes 469 qualified Tunisian construction workers.
Additionally, the Commissioner’s office has released new official forms regarding Ordinance no. 272/2026. Interested parties must submit declarations of interest for serious damage contribution requests via certified email (PEC) by November 30, 2026.
