Italy reforms AFAM system to grant official bachelor's and master's degrees

The Italian Council of Ministers has approved a reform of the Higher Education in Art, Music, and Dance (AFAM) system. Under the new decree, first-level academic diplomas will officially be titled "laurea" (bachelor's degrees), and second-level diplomas will become "lauree magistrali" (master's degrees).

This reform aims to align the Italian system with European standards and resolve long-standing bureaucratic difficulties regarding the international recognition of titles, Erasmus+ mobility, and access to public competitions. The measure completes a reform process for the AFAM sector that has been anticipated for over 25 years.

Additionally, the decree allocates 60 million euros to support the right to study, specifically targeting tutoring, orientation, and student support services. The funds will be distributed through the Ordinary Financing Fund (FFO) to strengthen university services ahead of the 2026/2027 academic year. Furthermore, the mandate of the current members of the National University Council (CUN) has been extended to December 31, 2026, to ensure continuity during the parliamentary reform process.
