Italy rejects mandatory PEC requirement for motorists
The Italian Ministry of Infrastructure and Transport has clarified that a proposal to mandate a certified electronic mail (PEC) address—referred to as a ‘digital domicile’—will not be included in the new Highway Code (Codice della strada).
The proposal had initially suggested that vehicle owners would need to register a digital domicile with the National Index of Digital Domiciles (INAD) to complete various administrative tasks, such as vehicle registration, ownership transfers, and periodic inspections. This sparked public concern regarding potential new costs and bureaucratic requirements for motorists.
Infrastructure Minister Matteo Salvini has since stated that the measure is being excluded in favor of simplification, ensuring that no new obligations or constraints are imposed on drivers regarding the use of PEC for vehicle-related procedures.
