Italy Budget Proposal Includes Cuts to School and Healthcare Staff

The Italian government has unveiled a draft budget for 2027 that includes significant personnel reductions in the education and healthcare sectors. The proposal aims to cut 4,925 teaching positions and 2,049 administrative, technical, and auxiliary (ATA) staff roles starting in the 2027-2028 school year. This follows previous reductions planned for 2025 and 2026.

In the healthcare sector, the budget allocates 300 million euros for additional services to combat waiting lists, though these funds are reportedly reserved for SSN employees rather than contracted specialists. Lombardy faces a potential reduction of nearly 500 million euros in healthcare funding by 2027, according to regional welfare officials. Additionally, a 300-euro healthcare voucher is proposed for citizens over 75, based on pension income rather than ISEE.

The budget also introduces measures for labor market exits, including an annual allocation of 850 million euros for three years starting in 2027. However, the plan proposes blocking pension revaluations for approximately 8 million pensioners with incomes above 2,450 euros. Regarding energy efficiency, the 2027 Ecobonus will implement a single spending cap of 96,000 euros per real estate unit, maintaining tax rates of 50% for primary residences and 36% for other properties.
