Italy's Teacher Recruitment Reform Faces Criticism Over GPS Double-Channel Proposal
The Italian Senate is scheduled to debate the draft law DDL S.545, which proposes a "double channel" system for recruiting teachers, on 29 July. Teachers' representatives, including the Coordinamento Docenti Precari, argue that the current wording would restrict hires from the Graduatorie Provinciali per le Supplenze (GPS) to only vacant positions, risking years‑long queues for precarious staff. They are urging an amendment that would allocate 50 % of GPS hires to vacant posts and the remaining 50 % to positions filled through the competitive graduatory system, a balance originally introduced by former education minister Sergio Mattarella.
The deadline for submitting GPS applications is 29 July 2026. Applicants may withdraw their requests—either partially or entirely—until the second half of August 2026, provided the nomination process has not yet begun. Withdrawal instructions are available through a link in the confirmation email or via the application portal. Once the office starts processing nominations, withdrawals are no longer permitted.
The GPS mechanism assigns teaching assignments based on candidates' ranking and the preferences they indicate for schools, contracts, and subjects, following the order of the graduatory list.
