Italy expands university housing capacity amid affordability concerns

The Italian Ministry of University and Research has announced that the country has met its PNRR targets for university housing. Minister Anna Maria Bernini stated that 63,220 new student beds are being provided, with 33,000 already completed and approximately 30,000 expected by 2027. This expansion aims to increase the total number of available beds from 40,000 in 2022 to nearly 120,000 by 2027.

However, concerns regarding affordability and quality persist. Agostino Ingenito, president of ABBAC, highlighted a significant price gap in Naples, where subsidized rooms cost roughly 278 euros while market-rate rooms in the same building reach 640 to 660 euros. Critics argue that even discounted rates may remain out of reach for many students if market prices are excessively high.

In Bari, students have reported a worsening rental crisis, noting that single room prices have increased by over 12% in one year and 59% over the last six years. Complaints include high costs for substandard housing, where expensive rents are charged for rooms with old furniture or inadequate amenities.
