Italy faces demographic shift as worker-to-pensioner ratio nears parity

Italy is approaching a critical demographic threshold where the ratio of workers to pensioners is nearing parity. In 2025, the country recorded approximately 24.1 million employed persons compared to 23.2 million pensioners. This represents a significant shift from the 1980s, when the ratio stood at roughly three workers for every pensioner.

Projections indicate that between 2025 and 2029, approximately 3 million Italians are expected to retire. This exodus from the labor market will disproportionately affect central and northern regions, which are expected to account for about 74% of these departures. Specifically, Veneto is projected to see roughly 291,200 workers leave the market, while Friuli Venezia Giulia is estimated to lose 75,400 workers during the same period.

Regional imbalances are stark. In Calabria, there are over 220,000 more pensions than active workers, with the province of Reggio Calabria recording the worst deficit in the country. Conversely, northern provinces like Padova and Verona maintain a positive balance of workers over pensioners. Total national pension expenditure is expected to rise from 351.8 billion euros in 2025 to 388.6 billion euros by 2029.
