Italy teacher recruitment: Plan to convert GPS rankings into GPSR

Mario Pittoni of the Lega party has outlined the third stage of a plan to establish a dual-channel recruitment system for teachers in Italy. A central component of this strategy is the conversion of the current Provincial Substitute Rankings (GPS) into the Provincial Rankings for Substitutes and Permanent Roles (GPSR).

Implementing this change requires a specific agreement with the European Commission to integrate merit and eligibility rankings into the hiring system. Once European approval is secured, the mechanism is intended to be activated via a decree-law to be converted within 60 days.

The goal of the GPSR transition is to provide greater stability and dignity to long-term precarious staff in both support and general teaching categories. Future steps in the process include aligning the unit costs between substitute and permanent roles to incentivize permanent hiring and adjusting staff numbers to match actual organizational needs.
