Italy teacher recruitment reform faces EU regulatory constraints
The debate regarding the recruitment and job stability of over 200,000 precarious teachers in Italy continues to evolve. Currently, reaching a three-year service threshold does not grant automatic permanent status or a right to a permanent role. While teachers can seek legal compensation for damages caused by the illegitimate succession of fixed-term contracts, they must still navigate standard recruitment channels such as competitions and rankings.
Efforts are underway to introduce a dual recruitment channel, a proposal supported by Mario Pittoni of the Lega's Education Department. This initiative aims to evolve the current Provincial Rankings for Substitutions (GPS) into new rankings that include permanent roles (GPSR). However, this reform is subject to strict European Union constraints and targets tied to the National Recovery and Resilience Plan (PNRR). Italy is required to meet specific targets, including hiring 70,000 teachers through a new competition-based system, which dictates the flow of permanent appointments.
