Italy teacher recruitment reforms proposed to improve transparency and merit-based hiring
Italian educators and political representatives are pushing for reforms to the teacher recruitment and assignment system. Special education teachers are calling for greater transparency and clearer criteria regarding specialization paths through INDIRE, the relationship between teaching continuity and provincial rankings, and the management of civil service reserves.
Simultaneously, efforts are underway to implement a ‘double channel’ recruitment system. This proposal aims to transform provincial rankings (GPS) into a new system (GPSR) that would allow teachers to enter permanent roles based on merit and experience, alongside traditional competitive exams. While the first two steps of this legislative process are operational, the third step currently awaits consultation with the European Commission. If consensus is reached, the proposal is expected to be integrated into a new decree that could become state law within 60 days.
