Italy tightens fentanyl security following hospital theft

Following the theft of 80 fentanyl vials from the Israelitico Hospital in Rome, Italian authorities are implementing stricter security measures for narcotic drugs. The so-called ‘Fentanyl Decree’, approved by the State-Regions Conference, introduces a rigorous system focused on total traceability to prevent unauthorized use or diversion into illegal markets.

Under the new regulations, fentanyl and other opioids must be stored in non-public areas within immovable safes or reinforced cabinets. These storage sites will require continuous video surveillance, and access will be restricted to authorized personnel only. In some cases, alarm systems connected to security centers may be required.

Beyond physical security, the measures aim to eliminate ‘grey areas’ by ensuring every movement of the drug is recorded. This includes identifying who takes delivery, when, and for what specific purpose within the internal distribution chain.

Experts note that while the Italian system already employs strict controls—such as the use of locked cabinets in pharmacies and the requirement to keep medical prescriptions for at least two years—these new protocols aim to further strengthen the monitoring of the entire production and distribution chain.
