Italy to host conference on ten-year anniversary of anti-caporalato law

The Democratic Party (PD) is organizing a conference titled ‘Caporalato Law - Ten Years Later: What Worked, What is Missing’ to be held on October 29 at the Chamber of Deputies in Rome. The event marks the tenth anniversary of Law 199/2016, which amended Article 603-bis of the Italian Penal Code to combat illegal labor intermediation and exploitation.

The conference will evaluate the effectiveness of the legislation, the role of social partners, and necessary future measures to protect agricultural workers. Key speakers include PD Secretary Elly Schlein, CGIL General Secretary Maurizio Landini, and former ministers Maurizio Martina and Andrea Orlando.

The law targets not only recruiters but also employers and companies that exploit workers. Under Article 603-bis, penalties include imprisonment ranging from one to eight years and fines per worker recruited, with increased severity for crimes involving violence, threats, or the involvement of minors.
