Italy to implement mandatory school insurance and staff health coverage

The Italian Senate has approved an amendment to make insurance coverage for students and teachers a permanent and mandatory part of the national school system starting from the 2025/2026 academic year. This measure, proposed jointly by the Minister of Labor, Marina Calderone, and the Minister of Education, Giuseppe Valditara, transitions from a temporary experimental model to a structural legal right intended to enhance safety and health awareness in schools.

Additionally, a new free supplementary health insurance policy for school personnel will be available for enrollment starting September 10, 2026. This initiative, which includes school principals, teachers, educators, ATA staff, and Ministry employees, is supported by a 320 million euro investment for the 2026-2029 period. The coverage, provided by UniSalute in co-insurance with Poste Assicura Spa and Intesa Sanpaolo Protezione Spa, will be effective from September 30, 2026, to September 29, 2030, covering over 1.2 million potential beneficiaries within Italy.
