Italy to implement new renewable energy mandates for buildings in 2026

New Italian regulations regarding renewable energy and building efficiency are set to introduce significant changes for the construction and installation sectors. Under the 'Testo Unico Rinnovabili 2026', effective August 3, 2026, mandatory minimum renewable energy quotas will be required for various building interventions. Failure to meet these quotas may result in the blocking of building permits.

For new private constructions, renewable energy must cover at least 60% of energy needs, rising to 65% for public buildings. Major first-level renovations that affect more than half of the building envelope and include replacing the main heating system must ensure at least 40% renewable coverage. Second-level renovations, such as thermal insulation or boiler replacements, require a 15% minimum quota.

In response to these legislative shifts, including the EPBD IV 'Green Homes' Directive, CNA Installazione e Impianti Pisa is organizing a free technical webinar on September 22, 2026. The session aims to help local professionals navigate new operational responsibilities and legislative decrees, such as D. M. October 28, 2025, and D. Lgs. January 9, 2026, n. 5, to turn legal obligations into market opportunities.
