Italy to launch 400 euro transport bonus in 2027
Starting in 2027, low-income commuters, students, and workers in Italy will be eligible for a transport bonus of up to 400 euros per year. The measure is part of the Social Climate Plan approved by the Council of Ministers on August 4, designed to comply with European regulation 2023/955 and facilitate access to the EU Social Climate Fund.
The initiative aims to protect vulnerable families, micro-enterprises, and transport users from the effects of ETS2, a new European emissions trading system for buildings and road transport that is expected to increase fuel and ticket prices when it becomes fully operational in 2028.
This new system replaces previous vouchers with a ‘Mobility Account’ (Conto di mobilità), a personal digital credit valid for 12 months. This credit can be used for local and regional public transport tickets and subscriptions, with potential future extensions to taxis and private hire vehicles. Eligibility will be determined by a points-based ranking system heavily weighted by ISEE (Equivalent Economic Situation Indicator) scores; individuals with an ISEE above 20,000 euros will be excluded.
