Italy Highway Code reform proposes updated fine structure

The Italian Ministry of Infrastructure and Transport has released a draft revision of the Highway Code for public consultation. The proposed reform updates 795 different types of fines, aiming for an overall reduction in penalty amounts for most violations, though approximately 8% of sanctions will see increases.

Key changes include significant reductions for seatbelt and child restraint violations. Conversely, certain high-risk behaviors will face higher penalties, such as driving without insurance, which could rise to 1,000 euros, and riding electric scooters on sidewalks, with fines proposed up to 160 euros. The draft also introduces 85 new types of sanctions to address modern issues like electric scooters and other mobility devices.

Other notable provisions include a 10,000 euro fine for irregularities in driving schools and market surveillance. The reform also addresses driving license suspensions and alcohol-related offenses. The consultation period for this legislative overhaul is scheduled to close on September 13.
