Italy updates teacher scoring and recruitment criteria
The Italian Ministry of Education and Merit is implementing changes to teacher evaluation systems and recruitment criteria. Under a new mobility contract for 2025-2028, the scoring system for internal school rankings will change gradually. Starting with the 2027/2028 school year, years of service as a precarious worker in the same level of education as a permanent teacher will be worth 6 points each, up from 5 points in 2026/2027 and 4 points in 2025/2026. This increase aims to protect teachers with significant prior service from being identified as redundant during staff reductions.
Additionally, a draft decree presented to unions proposes modifications to the evaluation tables for ordinary teaching competitions. Key changes include the removal of the 24 CFU requirement for secondary school access, shifting the focus toward university habilitation. The new rules aim to increase the weight of doctoral degrees, research activities, and AFAM national rankings. These changes will only apply to competitions announced after the decree's final approval and will not affect existing rankings or PNRR-related selections.
