Italy updates vehicle rules with new Cremona ZTL tariffs and national digital auto registry

The municipality of Cremona is set to revise its limited‑traffic‑zone (ZTL) tariff system. The proposal, to be debated on 22 June, eliminates free permits for electric and hybrid cars, introduces a digital portal for temporary permits and creates a specific permit category for tourist buses. Fees will be established within a defined minimum‑maximum range, allowing future adjustments without revising the entire ordinance.

At the national level, a decree approved by the council establishes a single digital database for all vehicles. Managed by the Agency for Economic Development, the system will link registration, tax, and law‑enforcement agencies, tracking each vehicle’s lifecycle from import to sale. New commercial operators and certain ownership changes must provide a €200,000 bank guarantee to the Chamber of Commerce, with penalties for non‑compliance applied only to activities outside the territory.
