Italy urban planning debates address housing shortages and commercial decline

In the Romagna region of Italy, discussions regarding the housing emergency and urban planning are intensifying. Legacoop has proposed a plan to repurpose vacant spaces, such as upper floors of community centers, to create over 500 new housing units. This initiative aims to support young people, families, and the workforce, addressing a shortage that Legacoop leaders claim makes the local economic system less competitive.

Simultaneously, in Fano, a proposal by Deputy Mayor Loretta Manocchi to convert closed retail shops into residential apartments has drawn criticism. Opponents argue that transforming ground-floor commercial spaces into ‘mini-apartments’ could further erode the vitality of historic city centers and fail to address the underlying causes of commercial decline. Critics suggest that such conversions may lack necessary technical requirements for living spaces, such as adequate light and ventilation, and advocate instead for broader urban regeneration policies.
