Italy's ANAC Sets Rules for Publishing Electoral Contributions Without Donor Names

The Autorità Nazionale Anticorruzione (ANAC) issued new guidelines on the transparency of electoral financing. Contributions from private individuals must be disclosed without revealing donor names; only the amount is published if it exceeds €3,000 per year. For legal entities, associations, committees and other organisations, both the amount and the name of the donor must be disclosed when the contribution is above the €3,000 threshold.

Donor names can be obtained through a generalized civic access request, as indicated on the administration’s website. The information must be posted in the “transparent administration” section of the official site within three months after the election. Small municipalities with fewer than 15,000 inhabitants are exempt from the publication obligation, and small businesses are treated as an exception to avoid exposing personal data of private individuals.

ANAC President Giuseppe Busia described the measure as a step forward for transparency while balancing privacy rights, emphasizing that the rules apply to all levels of political office – national, regional and local.
