Italy's ARAN finalizes public‑sector collective labor contracts for education and central functions
The National Agency for the Right to Work (ARAN) convened representatives of the education and research sector on 6 August 2026 to sign the definitive collective labour agreement (CCNL) for 2022‑2024. The agreement ends a long negotiation, allowing school managers to receive overdue pay and salary increases starting in September.
On the same day ARAN and the main trade unions signed the CCNL for the Central Functions sector covering the 2025‑2027 triennium. The contract applies to roughly 200,000 employees of ministries, tax agencies and non‑economic public bodies and takes effect on 7 August 2026. It provides three annual salary steps, with average gross monthly increases of about €162 from 1 January 2027, and introduces a specific clause on the use of artificial intelligence, guaranteeing workers’ right to information, prohibiting fully automated decisions affecting employment, and setting training provisions.
Both agreements reflect a continued pattern of swift collective bargaining in Italy’s public administration and aim to harmonise remuneration across different public‑sector categories.
