Italy's Civil Service Bill Moves to Senate Amid Third Sector Concerns

The draft law on the Universal Civil Service (SCU) was approved by the Chamber of Deputies on 8 July and is now proceeding to the Senate for further examination. The National Conference of Entities for Civil Service (CNESC) criticised the government, saying the draft ignored the role of the Third Sector, voluntary operators and the National Council for Civil Service, which traditionally guide the programme. CNESC President Laura Milanidi warned that the law must preserve the non‑working, non‑military nature of the service and urged that future parliamentary steps and implementation decrees fully recognise the Third Sector’s contribution.

The CNESC pledged to continue monitoring the legislative process and to collaborate with institutions to ensure the civil service retains its civilian, defensive purpose while avoiding any shift toward labour‑market exploitation.
