Italy's data center expansion fuels digital sovereignty debate

TIM Enterprise outlined a hybrid‑cloud model that combines its own TIM Cloud with services from major hyperscalers to give businesses control over sensitive data while still accessing AI and cloud innovation. The proposal stresses digital sovereignty – the ability to protect, manage and retain data within Europe – and argues that a flexible, tiered approach can balance security, operational continuity and technological competitiveness.

At the same time, communities in Lombardy are resisting new data‑center projects worth billions of euros. In the small town of Pozzaglio ed Uniti (Cremona) and in Travagliato (Brescia), residents and local groups have staged protests demanding transparency, environmental safeguards and clear oversight of the massive server facilities being planned. The clash highlights growing tension in Italy between the push for AI‑driven infrastructure and local opposition to large‑scale installations.
