Italy's Environment Ministry approves new White Certificates operational guide
The Italian Ministry of Environment and Energy Security has approved a new Operational Guide for the White Certificates scheme. The guide provides clear, updated instructions to ease the presentation, evaluation and management of energy‑efficiency projects, aiming to make the mechanism more effective, accessible and aligned with the needs of the production system.
Minister Gilberto Pichetto said the guide is “an important step in strengthening the White Certificates, one of the most effective tools to promote energy efficiency and support the competitiveness of our productive system.” The document introduces procedural simplifications that cut administrative burdens and speed up reporting. It gives special attention to projects that combine energy efficiency with circular‑economy principles, electrification using renewable electricity, indirect water‑saving measures and data‑center efficiency. It also enhances financing support by bolstering the anticipation of energy savings and extending incentive periods for many project types.
