Italy transitions IT-Wallet to national digital trust infrastructure
Following decrees published in the summer of 2026, Italy’s IT-Wallet is transitioning from an experimental phase to a national digital trust infrastructure. According to a study by Fucino Digital, authored by fintech advisor Gianluca Duretto, this shift impacts not only public administration but also banks, financial intermediaries, payment operators, and utility or transport service providers.
The Italian model utilizes a federated system where private wallets, credential issuers, and aggregators can operate alongside a public wallet, though public authorities maintain oversight. AgID is responsible for registration and supervision, IPZS manages the IT-Wallet Registry and the PID (electronic identification), and PagoPA is responsible for the public wallet.
For the financial sector, the transition moves from traditional document-based logic to verifiable credentials. Instead of banks manually checking and archiving physical or digital documents, customers can present certified attributes directly from the source. This evolution is expected to impact onboarding, Know Your Customer (KYC) processes, credit access, and fraud prevention.
