Italy's 'Piano Casa' Housing Plan Moves to Senate

The Italian government has approved the decree law containing the “Piano Casa” housing plan in the Chamber of Deputies and sent it to the Senate for final approval, with a deadline of 6 July. The scheme targets the creation of about 100,000 homes over the next ten years, combining the refurbishment of roughly 60,000 public ERP apartments that currently need renovation with new social‑housing construction.

The plan establishes a Housing Cohesion Fund under Invimit to channel national and EU resources, and mandates the appointment of an extraordinary commissioner and the involvement of Invitalia to oversee implementation. It also encourages private investment by allowing accelerated procedures for projects over €1 billion, requiring that at least 70 % of the units be offered at rents or sale prices at least one‑third below market rates. Initial financing of up to €1 billion is expected by 2027, potentially rising to around €10 billion by 2034.
