Italy's Regions approve updates to Conto Termico 3.0 incentive program

The Conference of Regions and Autonomous Provinces has issued a favorable opinion, including specific observations, regarding the Ministry of Environment and Energy Security (MASE) decree to modify the Conto Termico 3.0 program.

The incentive scheme, which aims to promote energy efficiency and renewable thermal energy production in existing buildings, faced significant operational challenges. Following its launch in February 2026, the GSE (Gestore dei Servizi Energetici) received approximately 1.3 billion euros in applications within a single month, exceeding the annual budget of 900 million euros. This surge led to a suspension of applications in March 2026, causing uncertainty for installers, designers, and local authorities.

The new corrective decree seeks to address these tensions and resolve the crisis caused by the funding gap and the subsequent halt of ongoing projects.
