Italy's renewable energy communities face expansion and administrative delays
Renewable Energy Communities (CER) in Italy are facing both local development and administrative hurdles. In Rimini, the Comuné project is nearing operational status. The initiative involves installing six photovoltaic plants across approximately 21,700 square meters of municipal buildings and commercial areas, including schools and sports centers. The project aims to provide renewable energy for self-consumption, with excess energy shared among members to access regulatory incentives. Participation is open to Rimini residents at no cost.
Conversely, CERqua, Italy’s first wind-based energy community located in Gubbio, is experiencing significant delays. Despite having a 999 kW turbine and a target of 120 members, the community is struggling with administrative bottlenecks at the Gestore dei Servizi Energetici (GSE). Delays in updating member data and processing integration requests have hindered the community’s ability to grow, distribute incentives, and fund local social projects. Reports suggest these administrative issues are not isolated, as many active energy communities across Italy face similar challenges with the GSE system.
