Italy's Undersecretary Sandra Savino outlines tax reform and welfare plan at Federmanager Forum

Sandra Savino, Italy’s undersecretary for the Economy and Finance, told the national Federmanager Forum in Rome that the government is working to make the tax system more equitable, modern and conducive to growth. She said equity means reducing the tax burden on workers, producers, investors and job creators, and simplifying the relationship between the state and taxpayers.

Savino highlighted ongoing cuts to labor‑income taxes and family taxes, and stressed that higher wages, performance bonuses, renewed contracts and greater worker participation are also tools for competitiveness. A modern tax system, she added, must support innovators, exporters and firms undergoing digital, energy and industrial transitions, using clear rules, simpler tools and proportionate enforcement against evasion.

The public welfare system remains a cornerstone, but complementary private pensions and health schemes can strengthen it without replacing it. Savino called for the competence of managers and business leaders to meet challenges such as productivity, artificial‑intelligence adoption, skill development, the energy transition, internationalisation and investment activation, reaffirming the government’s intent to keep working closely with the business community.
