Iwate Prefecture and Iwate Nippo to repurpose newspaper logistics for disaster relief
Iwate Prefecture, Iwate Nippo Co., Ltd., and the Iwate Nippo Association, which comprises 93 newspaper distributors, will sign an agreement on November 5, 2026, to utilize newspaper transportation networks for delivering relief supplies during large-scale disasters.
The initiative aims to address logistical bottlenecks and information gaps that occur during emergencies. The model utilizes an “information-integrated logistics” approach, delivering both physical supplies and news updates, such as extra editions, to mitigate both physical and psychological distress.
The system leverages the existing infrastructure of 19 transport routes and approximately 2,000 staff members. By using available space in morning newspaper delivery trucks and utilizing return trips, the plan creates a sustainable model that does not require new logistics hubs. Under the agreement, Iwate Prefecture will manage procurement and transport requests, while Iwate Nippo handles mixed-load transportation and information dissemination. Local distributors will serve as relay points and manage “last mile” delivery to shelters and isolated communities on a “best effort” basis to ensure staff safety.
