İzmir beaches grapple with free access and sunbed occupation

İzmir’s extensive coastline offers numerous free public beaches in districts such as Çeşme, Urla, Karaburun, Foça and Seferihisar, many of which hold the Mavi Bayrak for water quality. These beaches provide amenities like showers, toilets and cafes and are popular with families, campers and budget‑conscious tourists.

During the summer season, private operators increasingly fill the same stretches with paid sunbeds and umbrellas, narrowing the space available for free public use. Residents report arriving early only to find no free spots, and some are steered toward fee‑based zones. The controversy has triggered legal action in Seferihisar and sparked broader debate about the right to coastal access enshrined in Turkey’s Constitution (Article 43) and the 3621 Coastal Law. Critics point to fragmented oversight among municipalities, provincial authorities, the Ministry of Environment and Urbanisation and the State Property Administration, calling for regular inspections and stronger penalties to protect public beach areas.
