Jagrup Singh Baidwan denied parole for historic B.C. murders

The Parole Board of Canada has denied a request for day parole for Jagrup Singh Baidwan, a man serving life sentences for two murders committed in British Columbia in 2000. The board determined that Baidwan would “present an undue risk to society” if released.

Baidwan was convicted of second-degree murder for the shooting death of taxi driver Allan Martin-MacDonald in Delta and the killing of Kristopher Neeves, a 21-year-old film student, in White Rock. The Correctional Service of Canada recommended the denial, citing Baidwan’s limited progress, lack of a comprehensive release plan, and low reintegration potential.

While a psychological assessment indicated a low-moderate risk of violent reoffending, the board noted concerns regarding Baidwan’s capacity to understand risk and a lack of victim empathy. He has also reportedly refused to participate in certain rehabilitative interventions, such as the Journey to Healing program.
