Jakarta to End Open Dumping, Shift to Controlled Landfill by 2029
The Provincial Government of DKI Jakarta has announced a phased ban on open dumping of solid waste, effective 1 August 2026, with a target to eliminate the practice at the Bantargebang integrated waste‑processing site by 2029. The new approach replaces open‑dump sites with a controlled‑landfill system and a pilah‑angkut‑olah (sort‑collect‑process) scheme that requires residents to separate waste at source. Governor Pramono Anung signed Governor Instruction No. 5/2026 mandating waste segregation and limiting residual waste to be taken to Bantargebang.
The Ministry of Higher Education, Science and Technology, represented by Minister Brian Yuliarto, is mobilising university research to supply technologies such as biodigesters, composting units and hydrothermal carbonisation for decentralized treatment facilities. Environment Agency head Dudi Gardesi confirmed the transition timeline, while urban‑planning expert Yayat Supriyatna of Universitas Trisakti said Jakarta’s reforms can serve as a model for neighbouring cities in the Jabodetabek region. The overall roadmap aims for 100 % of Jakarta’s waste to be managed by 2029.
