Jakarta DPRD urges humane, data-driven approach to social welfare

Hardiyanto Kenneth, a member of the Jakarta Regional House of Representatives (DPRD DKI Jakarta) from the PDI Perjuangan faction, is calling on the Jakarta Provincial Government to implement a more comprehensive and humane approach to handling People in Need of Social Welfare Services (PPKS).

Kenneth emphasizes that the government should move beyond mere field raids or order enforcement. He argues that while maintaining public order is necessary, the root causes of social vulnerability—such as economic hardship, limited job opportunities, and lack of education—must be addressed. He advocates for accurate, integrated data collection to identify the specific needs of individuals, including their age, family condition, and work capabilities.

For productive-age individuals, Kenneth suggests that instead of just providing temporary shelter, the government should offer relevant vocational training and facilitate connections with the private sector, MSMEs, and regional-owned enterprises (BUMD) to ensure economic independence. Recent enforcement operations in West Jakarta, which included managing informal street controllers, have resulted in individuals being transferred to social shelters for further guidance and rehabilitation.
