Jakarta legislator calls for appeals process for welfare decile data
August Hamonangan, a member of the Jakarta Regional House of Representatives (DPRD) Commission C, has called on the Jakarta Provincial Government to provide extensive opportunities for citizens to appeal their welfare decile classifications. This request follows numerous complaints from residents regarding sudden changes in their economic category, despite no actual improvement in their financial status.
Since the implementation of the National Socio-Economic Single Data (DTSEN) system—governed by Presidential Instruction Number 4 of 2025 and Ministry of Social Affairs Regulation Number 3 of 2025—the legislator reported receiving 265 complaints over the past two months. Many citizens reported being moved to higher deciles without being surveyed by field officers.
Hamonangan emphasized that while centralizing welfare data through DTSEN is a positive step, it must be accompanied by improved field verification and validation to ensure accuracy. He also highlighted the importance of accountability for the Rp803.77 billion social assistance budget allocated in the 2026 Revised Regional Budget (APBD Perubahan), urging the provincial government to coordinate with the Ministry of Social Affairs and Statistics Indonesia (BPS) to re-verify data.
