Jalisco Tax Service begins 838 million peso debt collection for SIAPA

The Jalisco State Tax Service (SET) has launched a collection strategy to recover approximately 838 million pesos in overdue debts owed to the Intermunicipal System of Drinking Water and Sewerage Services (SIAPA). The initiative, following an administrative collaboration agreement published in June 2026, focuses on 50,020 accounts in Guadalajara and Zapopan.

Carlos Arias Madrid, head of SET, specified that the enforcement strategy differs based on the type of account. Residential properties (38,410 accounts) are excluded from seizure or embargo actions. Instead, the SET is issuing invitation letters to encourage regularization and allow users to request reviews of their debts.

In contrast, commercial and industrial accounts (11,610 accounts) are subject to coercive collection measures. These actions include payment requirements, requests to freeze bank accounts, and the placement of notices on properties indicating they are subject to administrative procedures due to unpaid debts.
