Jamaica addresses housing affordability and land titling gaps

The Jamaican government is implementing measures to improve housing access for lower-income and lower-middle-income citizens. Key challenges identified include high construction costs, unregistered land, and informal settlements. Authrine Scarlett, Chief Technical Director for Housing at the Ministry of Economic Growth and Infrastructure Development, noted that while construction is increasing, true affordability remains a barrier.

Addressing land tenure and titling is a priority, as many homeowners lack the legal documentation required to access financing or leverage property value. Additionally, officials are focusing on the need for sustainable infrastructure, including drainage, water, and sewage systems, to support new developments.

In regions like St James, the location of affordable housing is a critical factor. While the National Housing Trust is managing large-scale developments such as Barrett Hall near the Montego Bay tourism corridor, experts warn that housing is only truly affordable if it is connected to employment hubs. Dean Jones of Jamaica Homes emphasized that low mortgage costs can be offset by high transportation expenses if homes are built too far from work centers.
