Jamaica receives first U.S. third-country deportees under transit deal
Jamaica has begun receiving its first group of third-country nationals deported from the United States under a bilateral memorandum of understanding signed in June. The inaugural flight arrived at Norman Manley International Airport in Kingston, carrying 22 adults, including seven women. Local reports indicate the group consists largely of South American nationals.
Under the agreement, Jamaica serves as a temporary transit hub rather than a permanent destination. The program is designed to facilitate the return of migrants to their home countries or other receiving nations, with the International Organization for Migration (IOM) managing reception, housing, and onward travel. The Jamaican government has stated that arrivals will be capped at a maximum of 25 people every two weeks and has pledged not to accept deportees with criminal records.
The arrangement has faced significant domestic criticism. Opposition leaders, including the People’s National Party, have condemned the lack of transparency, noting that the full memorandum of understanding has not been tabled in Parliament. Critics have raised concerns regarding national security and the legal implications of the secret deal.
