Jamaica Civil Service Association disavows former president O’Neil Grant’s salary‑overpayment remarks

The Jamaica Civil Service Association (JCSA) issued a statement saying former president O’Neil Grant is not authorised to speak for the union. Grant had called for an immediate moratorium on the automatic recovery of more than US$200 million in salary overpayments to public‑sector workers arising from a compensation restructuring exercise and urged changes to the travel‑rate system. The JCSA stressed that only its elected president, Techa Clarke‑Griffiths, or officials expressly appointed by the executive committee may represent the association in negotiations. It added that the JCSA, together with the Jamaica Confederation of Trade Unions, remains engaged with the Jamaican government on the 2025‑2028 public‑sector wage negotiations, the restructuring issues and the recovery of overpayments. “While Mr Grant has every right to express his personal views as a former trade unionist and industrial‑relations practitioner, he is not a member of the current Executive Committee, is not part of the JCSA’s negotiating team and is therefore not authorised to speak on behalf of the association,” the statement read.
