Jamaica prison reforms urged to reduce costly inmate lawsuits

The Attorney General’s Chambers has recommended that Jamaica’s Department of Correctional Services (DCS) address systematic deficiencies to reduce the rising number of lawsuits filed by inmates. These legal actions, which often seek millions in compensation, typically cite poor prison conditions such as overcrowding and inadequate bathroom facilities.

Speaking at the 14th annual Association of Caribbean Heads of Corrections and Prison Services Conference, Faith Hall, director of state proceedings in the Attorney General’s Department, noted that 10 claims are currently awaiting rulings in the Constitutional Court.

To mitigate these legal risks, the Chambers suggested several reforms, including improving access to bathroom facilities, discouraging the use of buckets for waste disposal, enhancing food standards, and implementing better oversight for cleaning and rehabilitation programs. Additionally, officials highlighted the need to improve inmates' access to legal assistance.
