Jamaica: Senator urges pension indexation reform

Opposition Senator Ramon Small-Ferguson is calling on the Jamaican government to implement indexation reform to safeguard the purchasing power of pensioners. Speaking in the Senate during a debate on pension regulations, Small-Ferguson emphasized the need for sustainable reforms that adjust for rising costs without necessarily guaranteeing a specific formula.

The call for reform comes amid rising inflation; the Statistical Institute of Jamaica reported annual inflation of 8.6 per cent in September 2026, exceeding the Bank of Jamaica’s target range of 4 to 6 per cent. Small-Ferguson noted that fixed pensions become insufficient as the costs of food, medication, utilities, and transport increase.

Additionally, Small-Ferguson highlighted low pension participation rates. Data from the Financial Service Commission indicated that contributors to public and private pension arrangements, excluding the National Insurance Scheme, accounted for less than 20 per cent of the employed labor force at the end of 2025. He advocated for a shift from mere investment diversification toward broader pension inclusion.
