Jammu and Kashmir accelerates digitisation of 70 lakh land parcels

The Jammu and Kashmir Revenue Department has accelerated the digitisation and updating of land records to modernise land administration. This initiative aims to create a transparent, citizen-centric system and prepare a verified database for integration with the Government of India’s AgriStack framework under the Digital India Land Records Modernization Programme (DILRMP).

In collaboration with BISAG-N, the project covers nearly 70 lakh land parcels. The process utilizes a dedicated software platform for village-wise management through a structured relational database, allowing for systematic searching, validation, and monitoring. To ensure accuracy, the department implemented a ‘Maker–Checker–Approver’ mechanism: the Patwari enters the data, the Girdawar or Naib-Tehsildar verifies it against source records, and the Tehsildar provides final approval.

Public participation is central to the verification process, with over 6,800 village-level camps organized to allow landholders to identify discrepancies in names, shares, and mutations. To date, more than 13 lakh rectifications have been completed based on public feedback and identified errors. Digitised records are accessible to the public via the JK Zameen Sudhaar portal.
