Jammu and Kashmir implements electricity tariff hike and ToD billing

Electricity consumers in Jammu and Kashmir are facing a revised tariff structure following an average increase of 6.83 per cent approved by the Joint Electricity Regulatory Commission for Jammu and Kashmir and Ladakh (JERC-JKL). The new rates, effective from September 1, 2026, through March 31, 2027, aim to address a revenue gap of approximately Rs 2,922.85 crore identified by the commission.

For domestic consumers, energy charges are set at Rs 2.45 per unit for up to 200 units, Rs 4.20 for 201 to 400 units, and Rs 4.60 for consumption exceeding 400 units. The revision also introduces Time-of-Day (ToD) billing for consumers with a sanctioned load exceeding 10 kW (excluding the agricultural category), where rates vary based on peak and off-peak hours.

To mitigate the financial impact, the Jammu and Kashmir government has committed Rs 2,420.78 crore in support, which prevented a much higher projected increase of 40 per cent. In conjunction with these changes, there is an emphasis on utilizing rooftop solar and smart metering to manage the electricity crisis. Under the new ToD system, eligible consumers can receive a 20 per cent rebate during the solar-heavy period between 9 am and 5 pm, while consumption during peak hours will incur surcharges.
