Jammu and Kashmir implements new utility policy and expands mobile coverage

The Jammu and Kashmir government has notified the ‘Jammu and Kashmir Common Duct Policy 2026’ to modernize urban infrastructure. This policy establishes shared utility corridors for electricity, water, telecommunications, gas, and digital networks. By integrating these services into a single underground framework, the government aims to prevent frequent road excavations, reduce maintenance costs, and promote planned urban development.

In a parallel move to improve connectivity, Chief Minister Omar Abdullah has approved land allocation for new mobile towers in 12 underserved and border areas, including Uri, Tangmarg, and Banihal. This expansion, funded under the Universal Service Obligation Fund (USOF), aims to strengthen high-speed telecom coverage in remote villages to support online education, e-governance, and emergency communications.
